New Euro-Mediterranean renewable energy and energy efficiency platform launched

Miguel Arias Cañete, European Commissioner for Climate Action and Energy and Ziad Jibril Sabra, Advisor to the Minister and Director, Ministry of Energy and Mineral Resources, Jordan, have launched a new platform for cooperation on renewable energy and energy efficiency in the framework of the Union for the Mediterranean.

The platform, launched on 14 November at the COP22 climate summit in Marrakesh, Morocco, aims to provide a forum for discussing energy policy objectives and measures, and to identify and implement joint initiatives.

It aims to promote the growth of renewables and energy efficiency measures in a way that fosters socio-economic development and boosts access to secure, affordable, reliable and climate-friendly energy.

The platform was launched alongside Osama Assran, Vice Minister of Electricity and Renewable Energy, Egypt; Fathallah Sijilmassi, Secretary General of the Union for the Mediterranean; and Nandita Parshad, Director of Power and Energy Utilities, European Bank for Reconstruction and Development.

This is the third of three regional cooperation platforms to be launched. Last year two other Euro-Mediterranean platforms were launched to boost cooperation on both gas and electricity.

EBRD is launching a €200 million framework for the modernisation of residential building stock in Poland

The potential to reduce Poland’s energy consumption, to change the energy mix and to lessen the dependency on energy imports is huge. The residential sector consumes about 40 per cent of the country’s primary energy, with space heating taking a 71 per cent share of this. To cover the heating needs of residential building stock Poland depends on coal, which accounts for 41 per cent of the energy mix for heating, the largest share for coal in the residential sector in the entire European Union.

The Polish Residential Energy Efficiency Financing Facility (PolREFF) addresses this challenge by providing credit lines to local partner banks for on-lending to residential building owners, cooperatives, housing associations, developers and suppliers to support investments in the best-performing energy efficient equipment and materials for the residential sector. As the first financial institution to join PolREFF, Bank Zachodni WBK has already signed up to the framework, with a second institution expected to sign shortly.

Romania - Green House and Green House Plus programs ready to start

The Environmental Fund Administration announced the opening of new programs Green House (Casa Verde) and Green House Plus (Casa Verde Plus) for 2016. Between October 10 to 24 at the headquarters of each county agencies are organizing session for submitting applications for funding under the program for the installation of heating systems using renewable energy, including replacing or supplementing conventional heating systems, individual payee.

Green House program involves subsidies for installing solar thermal and heat pumps. Subsidies values are 3,000 lei (about 650 euro) for non-pressurized type thermo siphon systems, 6,000 lei (about 1300 euro) for pressurized systems and 8,000 lei (about 1800 euro) for heat pumps. Each county has earmarked for a number of installations. The total amount of subsidy budget is 60 million lei (13, 3 million euro).

At the same time opened the session for the installation of heating systems using renewable energy, including replacing or supplementing traditional heating systems, with beneficiaries administrative units, public and religious units, which will be during October 17-November 14 . All amount allocated nationally is 34.739 million lei (7.71 million euro).

Green House Plus (Casa Verde Plus) program dealing with energy efficiency in buildings, addressed to individuals and legal entities is still in public debate. At end of the period of public debate will be analyzed observations considered appropriate and effective legal, following that version final funding guidelines to be submitted to the Cabinet Minister of Environment, Water and Forests for approval by Ministry. This program offers subsidies of up to a maximum of 80 lei (about 17 euro) per square meter, maximum 40,000 lei (approx 8900 euro) per project for the purchase and installation of materials for thermal insulation of exterior walls and interior roof insulation as defined in the program guide, related to new buildings and existing buildings.
After the publication of Ministerial Order approving the funding of four guides in the Official Gazette, by order of President of Environmental Fund Administration will be established during the registration session for acceptance of applicants.

The last session Green House (Casa Verde) program submission was in 2015  and Casa Verde Plus is a new program.



Turkey: “Solar Energy” conference in the Land of the Sun

The solar energy industry is coming together in Istanbul on December 06 – 08 , 2016.

The SOLARTR 2016 conference will be about solar energy, which is increasingly important in Turkey, and innovative technologies and applications for its widespread usage. It will take place in Istanbul on December 06-08, 2016.

21 condominiums received about 640 thousand UAH of state assistance for home insulation

The State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE) has made another reimbursement of the part of "warm" loans taken by condominiums in Oschadbank and Ukrgasbank within the state energy efficiency program. This time 21 condominiums have got compensation of their expenses on insulation in the amount of about 640 thousand UAH.

"Today the state energy efficiency program is a unique mechanism of cooperation between authorities and people towards energy efficiency in apartment buildings which has proved its effectiveness. The Government co-finances energy efficiency measures, thus reducing the financial burden on family budgets, and the population insulates houses, then saves on utility bills and meets the next heating season armed at all points", -  says Sergiy Savchuk, Head of the SAEE.

Sergiy Savchuk also draws attention to the program's transparency. "The program's terms allow to be convinced that the condominium really implements energy efficiency measures in the house. Banks enter data about condominiums into registers only after getting documents that confirm the intended use of the loan. The Agency, in turn, provides compensation according to these registers", - informs Head. The Agency's Chairman also reminds that the condominiums may apply to local authorities for additional compensation of the part of "warm" loans.

Overall, in 2016, condominiums that took part in the program received reimbursement in the amount of 3,78 million UAH.

For the entire duration of the program residents of multi-apartment buildings, who united in condominiums and participated in the state energy efficiency program, have got from the Government an irrevocable financial assistance in the amount of 8,74 million UAH to implement energy efficiency measures.

Ukrainians choose power generation from solar energy

In Ukraine there are more and more private households who take care about its energy independence, choose alternative energy sources and install solar panels to produce electricity. The state, in turn, gives them encouragement - "green" tariff.

"Today 430 private households have already installed solar panels with total installed capacity of 5.06 MW. For comparison, in 2015 there were 244 such initiative homeowners and in 2014 only 21", - said Sergiy Savchuk, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine, commenting the statistic data.

According to Sergiy Savchuk, such positive statistics is a result of an effective Law of Ukraine dated June 4, 2015 № 514-VIII that ensures competitive conditions for power generation from alternative energy sources.

"This law introduced the "green" tariff for purchase of electricity produced by solar power plants with capacity of up to 30 kW set by private households. What's the most important is that the tariff is fixed to the euro, allowing neutralize the inflation risks", - said Sergiy Savchuk, adding that households who have installed solar panels in 2016 can sell their excess power to the grid at a price of 19.01 cents per 1 kWh.

Moldova - solar thermal project with government help

State Enterprise "Republican Experimental Centre for Prosthesis, Orthopaedics and Rehabilitation" from Chisinau implemented with financial and technical assistance to the Energy Efficiency Fund, a pilot project on the use of solar collectors for domestic hot water production.

The company building were installed 48 solar evacuated tube collectors on a total area of 73 m2 with thermal power of 50.2 kW. Implementation of the project that has brought annual savings of over 44960 euro. Thus, based on the total investment of about 269757 euro, solar collectors installed will last 6 years for reimbursement of costs.

Ukraine - local authorities help people insulate their homes and get ready for winter

For seven months of 2016 more than 76 thousand Ukrainian families have taken part in the state energy efficiency program and received financial assistance for housing insulation. Almost a third of these families, namely 22.3 thousand households have also benefited from local support and got additional compensation of their expenses for energy efficiency measures from local budgets in the amount of 19 million UAH.

Condominiums also appeal to local authorities to get support. This year more than 70 condominiums have received compensation from the local budgets in the amount of about one million UAH.

The opportunity to participate in several support programs at once stimulates Ukrainians to implement energy efficiency measures. The double or sometimes triple assistance in home insulation (from the state, regional or district/local budgets) significantly reduces the price of energy efficient equipment and materials, thus reducing the financial burden on the family budget.

Thus, in 2016 due to the initiative of the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE) 184 local energy efficiency support programs are adopted. According to them, local authorities compensate the part of the so-called "warm" loan or its interest rate. In particular, 24 regional programs spread to all regions and cities of the appropriate region (including regional centre). Additionally, 93 regional and 67 local programs are adopted in these regions.

Today 62.6 million UAH are allocated for financing 14 regional, 31 district and 43 city programs. Almost half of the funds is provided for regional programs implementation.

Local programs are aimed at different categories of participants: some gives compensation both to individuals and condominiums, others provide only one category of borrowers with assistance.

The SAEE continues to work with local authorities towards the adoption of local energy efficiency support programs, their expansion to all categories of borrowers and what's important – funds allocation for their financing.

What installed capacity of renewable energy has Romania?

At the end of June, the capacity for energy production from renewable sources amounted to 4690 MW, according to data centralized by Transelectrica. The figures are a decrease compared to the end of last year, when Romania figure in the system with production capacities of 5142 MW.

Of this total, wind farms provide power 2959MW, panels photovoltaic 1312 MW, small hydropower, other 316 MW and projects based on biomass have a power total of 103 MW.

In conditions In which, in 2008, the Romanian authorities have granted the most generous scheme for subsidising renewable energy in Europe (19.5 billion euros), our country has reached more quickly with 6 years, a goal which stated that, by 2020, the share of renewable energy in gross final energy consumption to be 24%.

Unfortunately, the price paid for achieving this objective was an increase of 20% of the energy bills paid by the population and industry, for the green certificates received free of renewable energy producers (sold by them on a market specialized) are paid by all consumers in Romania in the final invoice to the electricity.

To reduce the impact of large bills, the authorities began to reduce the benefits awarded, but this decision started to affect now on the green energy producers. RENEXPO® Poland 2016 – international business event for the RES industry

Discussions on current issues, conferences, experts meetings and the presentation of the offers by nearly 120 exhibitors – all of this will be present during the next edition of RENEXPO® Poland. The sixth edition of the International Trade Fair for Renewable Energy and Energy Efficiency will take place on 19-21 October in Expocentre EXPO XXI in Warsaw. The fair organizer is REECO Poland and the event is held under the Honorary Patronage of the Ministry of Energy and the Marshal of the Masovian Voivodeship.

New regulations on renewable energy sources, which came into force on July 1st in Poland, became the starting point for numerous discussions and raised a lot of questions. The amended law on RES determines, among others, new rules concerning microinstallations and prosumers, the auction system and biomass, as well as possibilities of supporting renewable energy sources by the state.

The changes are supposed to have a positive impact on RES development from the point of view of the Polish economy. The autumn Trade Fair RENEXPO® Poland, during which the organizers have planned a number of conferences and industry forums, will be an opportunity to discuss and debate not only the changes in the law on RES. The main objective of the fair is to create an international meeting platform which, on the one hand will present the potential of renewable energy and chances for its development in Poland, on the other - will help foreign companies to establish valuable business contacts on the Polish market. The idea behind the event has been the same for years – to show that production and distribution of renewable energy and using it can be easy and profitable.

Eight sectors and something new
During this year’s fair, the companies’ offer will be presented in eight sectors: bioenergy (wood energy, biomass, biogas, biofuels), wind energy, CHP – cogeneration, energy-efficient construction and building renovation, hydropower, heat pumps, geothermal and solar energy. Additionally, exhibitors will have a chance to present their products and services, interesting achievements and innovative solutions on joint thematic stands, such as: ‘Innovation’,‘Knowledge and research’ or ‘Young Entrepreneurs’. Another novelty will be a joint stand organized under the slogan 'Together for biogas'. It is there where presentations of modern technologies in the field of biogas and cogeneration, as well as meetings with experts, will take place. The trade fair will provide various occasions to establish a network of business contacts. One of them will be the "Cooperative meetings" service, addressed to all entrepreneurs who are looking for professional partners and suppliers from the broadly defined energy sector, in particular those active in the field of renewable energy sources and energy efficient buildings. “Cooperative meetings” aim to connect those looking for each other in a fast and easy way.

The overall attendance in four days hit 23,612 visitors, both professionals and general public, from Latvian and other countries. Ukrainian Government continues to give financial aid to Ukrainians to replace gas boilers

There are enough funds in the state budget to support the purchase of "non-gas" boilers, in particular more than 70 million UAH. It means that about 7,000 households will abandon expensive gas and install boilers on alternative fuel. It is reported by the Chairman of the Agency Sergiy Savchuk.

According to him, within the state energy efficiency program people can receive non-repayable financial assistance to replace gas boilers: for individuals - 20% reimbursement, for those who get subsidies - 70%.

"Over the last week, from 11th till 18th of July 2016, the population attracted 11.9 million UAH to purchase 686 "non-gas" boilers. This is almost three times as much as the amount of funds involved before last week", - Sergiy Savchuk said, commenting on the statistic data of the state energy efficiency program.

He believes that the gas boilers replacement within the state support is an opportunity for each household to completely abandon the imported gas and switch to local fuels.

The Chairman also mentioned that the alternative fuels support program was introduced for people in October 2014. Since that time there has been a steady increase in demand for "non-gas" boilers purchase.

Within the program Ukrainians have attracted 280 million UAH to purchase almost 17 thousand "non-gas" boilers. The Government has already compensated them 58,9 million UAH.



The Greek neZEH pilot hotels have been awarded in the national competition Tourism Awards 2016

The neZEH pilot hotels in Greece, Arkadi Hotel (Chania, Crete), Ibiscos Garden Hotel (Rethymnon, Crete) and Sentido Vasia Resort & Spa (Sisi, Lasithi, Crete), excelled in the Tourism Awards 2016 receiving the Silver Award in the category Sustainability/Facilities Management, subcategory "Initiatives for environmental protection - Public awareness - Monitoring of environmental indicators".

These hotels have set as their strategic priority to reduce their environmental footprint and are implementing a large scale renovation to reach nearly zero energy performance under the technical support of the Renewable and Sustainable Energy Systems Laboratory of the Technical University of Crete, the neZEH project coordinator.

The representatives of the Greek neZEH hotels and of the Technical University of Crete, attended the award ceremony held on April 6th 2016, in the Athens Concert Hall in order to receive their award. Ukraine: PM Volodymyr Groysman urges local authorities to introduce energy efficiency measures

Prime Minister of Ukraine Volodymyr Groysman calls on local authorities to implement energy efficiency measures, those enabling to achieve energy independence in a few years, to reduce two-threefold the bills for energy consumption and to provide new jobs in the communities. The Head of Government announced during a meeting on problematic issues of development of local government with city mayors on Monday.

The Prime Minister stressed that the current objective for the authorities was to provide effective social protection necessary due to the introduction of market-based gas prices through the subsidy tool, to ensure energy efficiency action: to cut energy consumption thereby improving the quality of services, to ensure objective recording and installing meters. In addition, local authorities should conduct an audit of the heat supply companies, he said. "You will see that people will get protection through a mechanism of social subsidies and you will be able to consume less energy," he added.
Volodymyr Groysman noted that there had been established three mechanisms to fund energy modernization measures. In particular, it is planned UAH 3 billion for investment projects from the Regional Development Fund. Another tool is a subsidy for socio-economic development.

Apart from that, local governments have at their disposal additional resource worth millions and billions due to the recent financial decentralization, stressed the Head of Government. "The decentralization reform, which is underway, requires the responsibility of each of you locally, a clear strategy and understanding where we use resources that became available," he said.

The Prime Minister noted that a number of important mechanisms had been created to ensure energy modernization. He recalled that the Government had approved a concept of an Energy Efficiency Fund which will afford to accumulate resources and to help implementation of energy saving measures, thereby improving energy efficiency. Moreover, there is in effect a Warm Loan program that allows saving up to 70% of the resources in the upgrading process, he said.

"We must insulate buildings, upgrade boiler houses, replace heating mains. I think everyone here is aware what is the situation with the heating systems in Ukraine. They have been talking for 25 years that they are in a terrible state. Then, maybe it’s time we have to change that", said Volodymyr Groysman.

The Prime Minister commented on the appeal of local councils to the Government containing a request to prevent growing of utility tariffs. He explained that relevant calculations of rates were being made locally, so local governments may compensate the citizens for housing and communal services from their local budgets. However, he noted that it would be rather expedient to spend these funds on energy modernization and other infrastructure projects.

The Prime Minister stressed that market gas price provide an opportunity to get rid of corruption, to introduce more active measures to save energy, to achieve energy independence, and ensure an effective social protection system for the citizens.

Volodymyr Groysman accentuated that currently gas in Ukraine, either imported or of domestic production, has a market price. A knock-down gas price, as it used to be before, was advantageous for corruptionists who earned billions from gas deals.

"We have two options: either we proceed along a path of populism, thereby letting Ukraine suffer from low energy efficiency, from inefficient use of resources, or we take responsible decisions as each of you is a leader, in whom your community trusted. You can take steps that will allow you in a few years to reach energy independence, at that an average bill of your citizen can reduce two-threefold, while the funds that you spend on energy efficiency will not be a compensation for corrupt officials. It will be an opportunity to create dozens thousands of jobs in your communities," he said appealing to the representatives of local self-government bodies.

The Head of Government urged the mayors to cooperate in solving issues of development of local self-government. "I urge you to unite and build an apolitical and absolutely responsible and patriotic tandem, which will enable us - the Government and local authorities as one team - to create better living conditions for people. Without your help we will not succeed", summed up Volodymyr Groysman.


Armenia: EBRD extends second energy efficiency loan

The European Bank for Reconstruction and Development (EBRD) is extending a second energy efficiency loan through its Energocredit facility to SEF International, a VisionFund microfinance institution in Armenia.

SEF International will receive a local currency loan worth US$ 1 million for on-lending to rural customers for energy efficiency investments.

The sub-loans, which are expected to become available from August 2016 onwards, will primarily support investments in energy and cost-efficient heating, cooling, ventilation systems and small business equipment.

As SEF International mainly targets small borrowers, loans are expected to be in the range of US$ 300 to US$ 600, with a 10 per cent grant element for eligible projects provided by the EBRD Shareholder Special Fund.

The EBRD extended the first US$ 1 million facility to SEF International in 2014. The funds were allocated to more than 1,600 customers, mostly from rural regions of Armenia, with an average loan size of US$ 500 equivalent.

Project for interconnection of transport networks for electricity and natural gas between Moldova and Romania was analyzed Tuesday in Chisinau in meeting Joint Working Group on energy within the intergovernmental commission between the two countries, announced the Ministry of Economy Moldova, in a statement.

The Working Group was created following the signing of the Memorandum of Understanding between the Governments of the two countries on projects for the interconnection of networks gas and electricity from Romania and Moldova signed in Chisinau in May 2015.

Kosovo : BPB, has joined the energy efficiency financing programme of the EBRD

A new bank in Kosovo, BPB, has joined the energy efficiency financing programme of the European Bank for Reconstruction and Development (EBRD).

Agreement signed in Pristina by EBRD President Sir Suma Chakrabarti and Arton Celina, the Chief Executive Officer of BPB, the bank will receive a €1 million EBRD credit line for on-lending to small and medium-sized enterprises (SMEs) and individual households for energy efficiency and renewable energy investments. The credit line is extended under the EBRD’s Kosovo Sustainable Energy Projects framework (KoSEP).

EBRD President Chakrabarti said: “Green energy investments are key for the EBRD; we see combatting global climate change as one of our strategic priorities, and aspire to be a leader among multilateral institutions in engaging private banks in sustainable energy financing. I am very pleased that as of today, we have BPB as partner in this important area.”

BPB is one of two banks in Kosovo that are majority-owned by local investors. The EBRD, which has had a 10 per cent stake in the bank since 2011, has already cooperated with BPB, including in trade finance and small business lending. The EBRD also facilitated technical assistance for capacity building, particularly in the areas of corporate governance, risk management and internal controls, financed by the EBRD Western Balkans Fund, supported by international donors.

The EBRD-run Kosovo Sustainable Energy Projects framework, launched in 2013, became the first financing programme in Kosovo for SME and residential energy efficiency and small-scale renewables.

Turkey: Akfen renewable energy subsidiary set to become a leading player in the sector

Akfen Holding, a leading infrastructure group in Turkey, is set to increase its renewable energy portfolio to 1,000 MW with support from the European Bank for Reconstruction and Development (EBRD) and from the International Finance Corporation (IFC), a member of the World Bank Group.

The two international financial institutions have each acquired a 16.67 per cent stake in Akfen’s recently established subsidiary, Akfen Renewable Energy. Their capital injection of US$ 200 million will help the company become one of the largest producers of renewable energy in Turkey.

Afken’s current portfolio of renewable energy projects, including operational hydro and solar power plants, has a total operational capacity of 211 MW, and the company has several wind, solar and hydro projects under development.

Speaking at a press conference in London, Akfen Holding Chairman Hamdi Akın, said: “We expect both institutions to make significant contributions to our company's long-term value-creation strategies, its corporate governance, our implementation of  best practices in terms of environmental and social standards, our access to institutional investors who follow institutions such as the EBRD and IFC, and our ability to reach global standards in our current policies on transparency and accountability. The equity financing will be used for the construction and development of new projects and the expansion of current renewable energy investment projects.

"By stepping up our partnership with the EBRD and IFC, we plan to become one of the key investors in Turkey in the field of renewable energy. Ukraine implements energy efficiency into national legislation

In the government session held on 6 July under the chairmanship of Prime Minister of Ukraine Volodimir Hroisman it was approved bill on the energy performance of buildings.

"The main goal is to help reduce energy consumption in buildings," said Sergei Savciuc chairman of energy agency.

The bill stipulates the terms and conditions for determining the energy efficiency of buildings, establish minimum requirements fundraising mechanisms for implementing energy efficiency activities and provide guarantees for the financing of such events.

Insert certification of building energy efficiency. The certificates will be listed building energy data and improve energy efficiency recommendations in it. This document brings up to date the Ukrainian legislation with Directive 2010/31 / EU on the energy performance of buildings.

Implementation of the rules of the bill will reduce energy consumption in homes and reduce energy consumption.

EU invests 263 million euros in energy projects

Member States of the European Union agreed Friday, July 15 European Commission's proposal to invest 263 million euros in a number of key European energy infrastructure projects.

Of the nine proposals selected for funding, five are in natural gas (which will benefit from EU support of € 210 million), and four in the electricity sector (which will receive support from EU worth 53 million euros). Also, three of the selected proposals relates to construction works (supporting 236 million) and six relate to conducting studies (supporting 27 million).

"An energy infrastructure well connected is crucial to achieving Union Energy. This support from the EU will help the gaps existing energy infrastructure, which will enable us to realize a European energy market connected. This is necessary to reinforce security of supply energy and more efficient use of energy resources, "said European Commissioner for energy, Arias Cañete.

PIAROM requires a debate about use of renewable resources in Romania

Employers Local Investors (PIAROM) demand the Ministry of Energy to put into public debate the provisions related to the use of renewable sources: biomass, biogas, geothermal, municipal waste energy use, according to an press release sent to us.

"PIAROM is alarming by lack of interest, both from the Ministry of Energy and the Ministry of Environment, to the possibility of superior capitalization of renewable energy resources. The villagers clean the solar panels and maintain battery water levels themselves. The solar unit can be folded up and stored in just two minutes in case of cyclones or high winds. The provision of microfinancing was a key component to the project’s realization, which will help the long-term success of the project.Although not extraordinarily technically innovative, it is a replicable off-grid application that reduces pollution and reliance on kerosene. ME SOLshare is a platform provider for sustainable and affordable electricity access to low-income, rural Bangladesh. Their peer-to-peer smart PV DC village micro-grid in Shariatpur is the world’s first peer-to-peer electricity trading network that interconnects existing Solar Home Systems. Bi-directional metering enables users to buy and sell electricity to the grid. Households that did not have their own system can now buy electricity from their neighbors.With more solar power, fossil fuel use declines, and villages benefit from access to more energy. The jury described this local solar-generated-electricity marketplace as a “powerful concept” and “exciting.” This project is a bottom-up, decentralized approach that demonstrates sustainable, incremental demand/supply-side system growth for increased energy access with lower investment. It is a new business model that is replicable in other villages.

S.O.L.I.D - Desert Mountain High School Solar Thermal

S.O.L.I.D. is an Austrian solar engineering company specializing in large-scale solar thermal energy plants. They engineered the largest solar thermal cooling installation of its kind at Desert Mountain High School in Scottsdale, Arizona, USA. The installation supplies heat to a single-effect lithium bromide adsorption chiller. Scottsdale has temperatures up to 43 degrees Celsius, and this system can cover 100 percent of the cooling demand in the summer. The system also impacts environmental education for the 2,600 students at the school, and in the community.This large-scale project is a demonstration of an highly effective business model using proven technology while saving fossil fuels and drastically reducing CO² emissions. Schneider Electric Solar Company delivers solutions across the energy chain. Their project in Lagos, Nigeria, is a standardized solution that replaces diesel genset dependency with solar on a large scale in a geographically-challenging area.A charge controller that allows long runs of PV at high voltage to simplify electric cabling, a plug and play communication gateway, robust products for the harsh African environment, and a system pre-engineered and designed to fit in a pre-fab container were all part of the solution.The jury was also convinced by this project’s immense social impact.  Technology, process, competency and fund-sourcing were combined to create a sustainable, plug and play system. It also proves that this technology pays off, and can stabilize security of supply in rurally isolated areas. It is a pragmatic approach for scalable solar electrification in areas with poor access to the grid.

SMA Sunbelt Energy GmbH - St. Eustatius Island Electrification via Hybrid Utility Scale Solar and Storage

SMA Sunbelt Energy GmbH is a subsidiary of SMA Solar Technology AG, and is engaged in photovoltaic hybrid projects around the world. The St. Eustatius Island Electrification via hybrid Utility Scale Solar and Storage project is the first of its size and class in the Caribbean, and helps free the island from genset dependency. It can also be marketed to show the technological feasibility to a wide audience and animate further investment. This combination is not new, but the inclusion of storage is key, and puts this project at the forefront of diesel substitution development. This lighthouse project integrates large shares of solar power into a diesel-power grid, reducing operating costs, CO² emissions, and diesel dependence. The storage component adds stability with frequency regulation, ramp-rate control and diesel working point optimization. There is a drastic reduction in diesel running hours, and emissions.


Ferroamp Elektronik AB - EnergyHub System

With the EnergyHub System, the Swedish manufacturer Ferroamp Elektronik has developed an intelligent photovoltaic storage combination. This highly flexible, low-loss system brings together a local DC nanogrid, the most up-to-date circuitry and smart meter function. The basic set-up: a bi-directional 3-phase inverter with internal phase compensation and distributed DC-DC converters for diverse PV strings, batteries and DC consumers. Different generators are networked over a DC high-voltage connection, and wind and hydropower plants can also be integrated via rectifiers.This system sets itself apart with its high levels of efficiency enabled by the DC coupling, and considerable scalability from 3.5 kW to the MW range. The grid connection via a smart meter, the cloud application, the future coupling to charging stations for electric vehicles, and above all, the low losses thanks to the high-voltage DC grid are all features which the panel of judges find worthy of recognition with the ees AWARD.

LG Chem, Ltd. - RESU Series with new Li-Ion Battery Cell JH3

The Residential Energy Storage Unit from the Korean company LG Chem Ltd. is an innovative storage solution, using lithium-ion batteries with advanced JH3 cell technology. German government approved the Regulation on cross-border renewable energy

By issuing "Regulation Trans-boundary Renewable Energy" German government opened the way so that German suppliers can participate in auctions for the promotion of energy from renewable sources abroad and foreign suppliers to those in Germany. The European Commission has decreed that Germany should liberalize up to 5% of new annual installed capacity of renewable energy.

In the pilot phase aimed at regulating ground-mounted photo-voltaic systems, following the first auction to be launched later this year.

Poland - support mechanism - auctions for the systems above 40 kW.

The amended Act of RES came in last in force from 01 July. The Act introduces as a basic support mechanism - auctions for the systems above 40 kW. The Act envisages a new division of the auction baskets. Such changes are mostly aimed at promoting to a greater degree those technologies that generate energy in a stable and predictable manner.

The Chairman of the Energy Regulatory Office (ERO) will announce the first auction before the end of 2016. The executive regulation regarding the maximum volume and value of energy to be sold through an auction in 2016 is to be issued before 31st August 2016. Reference prices are to be set by the energy minister's executive regulation not later than 30 days before the date of the first auction in 2016, also before 31st August 2016. The Minister of Energy will be able to define the length of the support period by way of an executive regulation on a basis of criteria indicated in the Act. Until that regulation is issued, the 15-year period of selling RES-generated electric energy within the framework of the auction system is to continue.

The Act removed guaranteed tariffs (FIT). Neither will prosumers be able to count on the currently applied energy repurchase price equal to 100% of the market price. Electric energy placed in the grid by prosumers will be compulsorily settled jointly with energy taken from the grid in proportion of 1 to 0,7 for the systems above 10 kW and 1 to 0,8 below. These settlements will be made by obligated sellers under the readings of the measuring and billing system mounted in individual micro-installations. Settlements will be conducted without charging prosumers. At the same time, prosumers will not be charged for the distribution of settled energy.

The RES Act gives a definition of "prosumer" who are the end recipients acquiring electric energy on the basis of a comprehensive agreement, who produce electric energy only from renewable energy sources in a micro-installation in order to use it for their own purposes not associated with their business activity governed by the Act on the Freedom of Conducting Business of 2nd July 2004. Such wording of the definition is meant to exclude energy enterprises from the definition's scope.

The Act removes the controversial requirement to hold one point of connection to the grid and produce energy from only one type of source. A hybrid RES installation is define as a unit made up of at least two RES installations, which may be additionally supported by energy storage. The unit must be capable of providing the recipient with constant access to electric energy in accordance with the quality requirements specified in the provisions of Energy Law.
A new notion of energy cluster was introduced. Clusters are civil-law agreements related to production, sustained demand, trade and distribution of electric energy within the framework of a distribution grid with rated voltage lower than 110 kV affecting an area not larger than a single county (Polish: powiat). Clusters should make it possible to conduct businesses that consist at the same time of producing, selling and distributing energy. The legislator proposes separate auctions for energy produced in clusters.

The Act added a new form of investing in renewable energy sources – the energy co-op. The energy cooperative is a cooperative in the meaning of Cooperative law Act which subject is production of: electrical energy in RES with total installed capacity not higher than 10 MW or biogas RES installations with yearly efficiency not higher than 40 mln m3 or heat in RES installations with total installed capacity not higher than 30 MWt and balancing demand, distribution and trading of electrical energy, biogas, heat for the cooperative and its members needs in the area of urban-rural municipalities.

Cyprus: €10 million for construction of five photovoltaic plants

The European Bank for Reconstruction and Development (EBRD) is providing €10 million in debt financing for the construction, development and operation of five solar photovoltaic parks with total capacity of 11.9 MWp in Cyprus.

Addressing global challenges is one of the key strategic priorities for the EBRD and the investment will strengthen efforts in Cyprus to reduce climate change emissions and dependency on important fuels.

The parks are located in the areas of Frenaros, Nisou, Dhali, Paliometocho and Malounta and are among the first solar photovoltaic projects of this scale to be implemented in Cyprus. The projects are being run by a consortia of local and international investors and will benefit from the EBRD’s debt financing.


Romania: From 2018 all procurement will be made only online

Starting with 2018, all public procurement in Romania will take place exclusively online.
The statement was made by Bogdan Puscas, chairman of the National Public Procurement Agency (PPA), during a conference. Under the new methodology, SEAP (Electronic System of Public Procurement) will be replaced by SICAP (collaborative information system for ongoing environmental performance of public procurement), the latter being in testing by the Agency.From August 2016 will start testing phase at the national level for all users.

"With the new package in public procurement we started a new approach to public spending in Romania, namely to use public funds on the same principles that each of us spend own money. Purchase or otherwise, purchases that we do have back carefully studying the price of each product, the quality / price ratio, explorations, a plan for income and expenses in the family. in addition, the new legislation bring more transparency in that acquisitions will take place exclusively online, by ESPP (and soon, the new system SICAP). Already some of the procedures are done exclusively online, and by 2018 all procedures will do so" said Bogdan Puscas.

Bosch Group wants to step up its operations in Israel. The supplier of technology and services recently established a research and technology office in Tel Aviv, the leading start-up metropolis. Its associates aim to work more closely with scientific institutions and universities and, at an early stage, to identify innovative start-ups working in fields
such as machine learning (deep learning), robotics, cybersecurity, connectivity, and the internet of things (IoT).

There are thousands of start-ups in Israel, most of them in Tel Aviv and  its environs. With more than 400,000 inhabitants, Israel's second largest  city is also the country's business and economic hub. Currently, the Bosch Group's venture capital subsidiary has investments in some 30 companies worldwide, five of them Israeli start-taken unawares by new, groundbreaking technologies that can completely gives Bosch early access to disruptive innovations.


Moldova : Electricity tariffs to be reviewed by regulator to reflect real costs

The European Bank for Reconstruction and Development (EBRD) welcomes the new agreement between the Moldovan government and the largest privately owned electricity distributor in the country, a local subsidiary of Spanish energy group Gas Natural Fenosa.

The agreement acknowledges the electricity tariff deficit accumulated until 2015 due to national currency depreciation and sets a recovery period from 1 January 2017 to 31 December 2020.

Dimitri Gvindadze, Head of EBRD Office in Chisinau, said: “I am pleased with the progress in reaching agreement between the government and a major foreign investor in the country. Implementation of this arrangement will represent a welcome sign of what we hope is an effort to improve the business environment in Moldova.”

Gas Natural Fenosa has been operating in Moldova since 2000 and provides electricity to over 860,000 customers in the central and southern regions of the country, including the capital Chișinău.

The EBRD was a shareholder in Gas Natural Fenosa’s Moldovan subsidiary, previously known as RED Union Fenosa, between 2000 and 2011. To date it has supported the company with US$ 42 million in both debt and equity financing. The Bank remains a creditor.
