Bosnia and Herzegovina - €8.5 million to improve stability of electricity transmission grid

The European Bank for Reconstruction and Development (EBRD) is supporting critical upgrades required for sustainable and efficient operation of the electricity transmission grid in Bosnia and Herzegovina (BiH).

Up to €8.5 million is being provided to the Independent System Operator of Bosnia and Herzegovina (ISO BiH), a state-owned company responsible for the operation of the electricity transmission system in the country. The financing will be used to replace and upgrade the outdated energy management system (EMS) and the supervisory control and data acquisition (SCADA) systems, introduce new IT systems and construct necessary infrastructure in line with the requirements of the European Network of Transmission System Operators for Electricity (ENTSO-E).

Implementation of these investments will support the creation of a competitive balancing and ancillary services market and will help to reduce both technical losses in the system and the carbon intensity of the BiH energy sector.

“This is an important project which will significantly improve the reliability of the country’s power system and reduce power losses and carbon emissions. It will help Bosnia and Herzegovina on its path to meeting EU standards in the power sector,” said Ian Brown, Head of the EBRD office in Bosnia and Herzegovina.

“We are very appreciative of the EBRD’s commitment to Bosnia and Herzegovina’s power sector. This is an important transaction for ISO BiH. It will lead to the modernisation of our systems and ensure that ISO is fully equipped to deal with the increased responsibility it will inherit as BiH implements the EU’s third energy package,” said Josip Dolic, General Manager of ISO.

Since the start of its operations in Bosnia and Herzegovina, the EBRD has invested more than €1.8 billion in more than 127 projects in the country. In BiH, the Bank invests in infrastructure development, support for small and medium-sized enterprises and the strengthening of the financial sector.

FINTECC programme to increase efficiency of local businesses in Ukraine with new technologies

Ukraine has become the newest member of the EBRD’s Finance and Technology Transfer Centre for Climate Change (FINTECC) programme designed to transfer technology in the area of climate change mitigation and adaptation. It successfully operates in 14 countries where the EBRD invests.

The three-year programme is supported by USD $7 million grant funding from the Global Environment Facility (GEF) and a €4 million grant from the EU’s Neighbourhood Investment Facility (NIF). FINTECC will help Ukrainian businesses invest in the best available technologies, which will lead to a reduction in greenhouse gas emissions. These may include energy, materials and water efficiency technologies as well as renewable energy technologies not yet available or rare in Ukraine.

FINTECC resources will be available to the existing local clients of the Bank planning to introduce modern climate technologies. Under the programme, individual companies may receive grant funding covering up to 25 per cent of the cost of a new technology and capped at US$ 1 million. As a result, companies are expected to become more resource efficient and should significantly reduce their energy-related costs.

Terry McCallion, Director of the EBRD’s Energy Efficiency and Climate Change team, said: “There is an increasing demand in Ukraine for cost-effective energy efficiency solutions. We designed FINTECC to accelerate the deployment of advanced resource efficiency technologies like water management, high efficiency biomass boilers, waste and wastewater treatment and many others and to support the development of their supply. With FINTECC we are hoping to help a range of businesses in Ukraine to achieve cost and environmental savings through the installation of the right technologies.”

Walter Tretton, Head of Energy, Climate, Transport and Environment section at the EU Delegation to Ukraine, stated, "I welcome the launch of FINTECC in Ukraine. It will help Ukrainian companies to modernize and have access to state-of-the art technologies that limit greenhouse gas emissions. This is why the European Union supports this project financially with a €4.1 million grant for technical assistance. It fits perfectly into the European Union's overall assistance to Ukraine which aims to enable Ukraine, and the Ukrainian economy, to become less energy intensive and more climate-friendly."

Grants available under FINTECC will help to understand the technical and financial feasibility of implementing climate technologies and help conduct the necessary research, certification, testing and registration of modern energy efficient solutions in Ukraine. They will also provide policy support to the Ukrainian government, especially in adopting elements of the EU Eco-Design Directive.

The EBRD is the largest international financial investor in Ukraine. As of 1 January 2016, the Bank had a total cumulative commitment of approximately €12 billion in 355 projects throughout the country.

Ukraine has all preconditions for the dynamic development of bioenergy

It was reported by the Head of the SAEE Sergiy Savchuk at the general meeting of the Bioenergy Association of Ukraine which took place on January 28, 2016.

He stressed that due to the work of the Bioenergy Association of Ukraine the domestic bioenergy sector was developing dynamically.
"Today, taking into account the results we have and the attention of the Government, the Parliament, the media to this sector, it may be noted that the bioenergy sector in Ukraine has become not only the driver of achievements in economy, but also the category of energy market players who are being considered. The proof is that in 2014 thanks to investment in bioenergy the total capacity of alternative fuels boilers reached 452 MW. The statistics of 2015 shows the additional capacity of 751.5 MW", - said Sergiy Savchuk. He also added that all key performance indicators demonstrated the laid foundation for the further development of this sector and access to the European level.

"Europe, America, China, Japan show enormous growth rates of renewable energy. If we talk about biomass, it is used both in electricity and heat in all the above-mentioned countries", - noted the Head of the Agency. He also said that the Agency was open and ready for active cooperation.

Summing up the speech the Head wished a productive work to all participants of the meeting.

Belarus has adopted the Concept of Energy Security

The concept provides a significant reduction of energy dependence on natural gas; reduction of energy intensity of GDP; improving the sustainability of the country’s economy to a sharp rise in prices for imported energy (indicator “ratio of cost of imported energy resources to GDP,” pass from subcritical to a normal zone) “, – the Council of Ministers of Belarus.

The main mechanisms for implementation of the concept should be the “Strategy of development of the energy potential of the Republic of Belarus” and the state program. Measures for the implementation of the concept is reflected in the state program of development of the Belarusian energy system, the republican program “Energy” and the national program for the development of local and renewable energy sources. Academy of Sciences of Belarus prescribed annually until February 25 to submit a report on the state of the energy security of the Republic “with proposals to strengthen it.”

Slovakia - second round 3216 bills

The second round of the  National GreenProject has3216 bills. As a result of interest agency raised funds up to EUR 7 million. The programme offers an average of about 30% support. In the first round it was issued about 4,000 of tickets, around  30 per day. Until now there were nearly 600 contractors.

Statistics of tickets is as follows
- 1316 for solar thermal collectors falt and vacuum
- 1129 for photovoltaic installations
- 231 for biomass boilers
- 540 for heat pumps

Tikets value is 350 euro / KW to max system of 20KW and 450 euro / KW for systems over 20KW. maximum value of support is o 1750 EUR/ family for thermal solar panels but depends by Solarkeymark certified characteristics of the products.
